1). Entry period: The TRACK BUILDER: BUILD THE EPIC RACE™ PROMOTION (“PROMOTION”) BEGINS AT 12:00 A.M. EASTERN TIME (ET) ON 9/21/15 AND ENDS AT 11:59 P.M. ET ON 11/22/15 (“PROMOTION ENTRY PERIOD”). PROMOTION CONSISTS OF TWENTY-SEVEN (27) HOT WHEELS® WEEKLY PRIZES. Each Weekly Period will start on a MONDAY and end on a SUNDAY within the Sweepstakes Entry Period (“Weekly Entry Period”)

2). SPONSOR: Mattel, Inc., 333 Continental Blvd., El Segundo, CA 90245 (“Sponsor”).

3) ELIGIBILITY: Sweepstakes is open to legal residents of the 50 United States and the District of Columbia (“DC”) and Canada (except the Province of Quebec) who are five (5) years of age or older at time of entry, who are registered members on the Sponsor’s Website www.hotwheels.com (the “Website”) for this Promotion and who meet the eligibility requirements detailed in this section. The Promotion and any Web site pages and advertisements relating thereto, are intended for viewing within the United States and Canada (except for the Province of Quebec) only. Employees, officers and directors of Sponsor, RAPP, and their respective parents or guardians, affiliated and subsidiary companies, advertising and promotional agencies and suppliers of promotion materials and services and any other entity engaged in any way in the development, production, printing, distribution or execution of the Promotion (collectively “Promotion Entities”) and members of the immediate family or household of such individuals are not eligible. (“Immediate family” means spouse and parents, siblings and children and their spouses, whether or not residing with the ineligible individual.) Void in Puerto Rico, Province of Quebec, and US territories and where prohibited or restricted by law.

4) HOW TO ENTER: Eligible U.S and Canadian residents go to www.hotwheels.com/en-us/games/index.html, www.hotwheels.com/en-us/games/trackbuilder.html, www.hotwheels.com/en-ca/games/index.html, www.hotwheels.com/en-ca/games/trackbuilder.html and follow all online instructions including, but not limited to, participating in games that enable you to create a virtual race track (“Track”) at HotWheels.com (“Entry”).” Limit: Each Entrant can create as many Tracks as he or she would like but can win only one (1) prize throughout the Promotion.

5) PRIZES AND THEIR APPROXIMATE RETAIL VALUES (“ARV”): THREE (3) PRIZES PER WEEKLY PERIOD FOR 9 WEEKS STATED AS FOLLOWS: One (1) First Prize winner per Weekly Period will get one (1) Hot Wheels Ultimate Garage™ Prize Pack (ARV: $100.00 (USD) each). First prize winner will also get to choose their favorite car from a selection provided by Sponsor. Sponsor will include the selected car in the real-life Epic Race at the L.A. Auto Show. (Selection of car to be included in the L.A. Auto Show Epic Race has no cash value.) One (1) second prize per Weekly Entry Period: Hot Wheels® Spin Storm™ Prize Pack (ARV: $45.00 (USD) each). One (1) third prize per Weekly Entry Period: Hot Wheels® Volcano Blast Prize Pack (ARV: $45.00 (USD) each). Total ARV of all prizes: $1,710.00 (USD.) Odds of winning any prize will be determined by the total number and caliber of valid Entries received for that level. Limit: one prize per person and/or email address for the duration of this Promotion.

6). SELECTION OF WINNERS: The selection of winners will be determined by a public voting phase and a judging round per Weekly Entry Period. Voting Phase: Fans will be encouraged to virtually race on all the Tracks built by the Entrants and upon completion of each race (“Session”), each fan will have the opportunity to Vote on the Track with a thumbs up or a thumbs down vote (“Vote”). Each fan can Vote once per Session. Votes captured on a given Track during a given Weekly Entry Period will count towards the corresponding Entrant’s place on the Epic Race leaderboard on the Website (“Leaderboard”). The Leaderboard will lock after each Weekly Entry Period is over and all the Entrants will start with zero (0) Votes at the beginning of each Weekly Entry Period. The top ten (10) Entrants whose Tracks receive the most number of thumbs up votes during each Weekly Entry Period will be considered the Finalists for that Weekly Entry Period. In the event of a tie in the Voting Phase, the tie-breaker will be the Track with most number of races. In the event of a further tie in the Voting Phase, the Track that advances from the tie will be the Track that was first published. Judging Round: The Finalists will then be judged by a panel of judges (“Judges”) selected by Sponsor in its sole discretion. The Judges will score all Entries based on the following criteria: Suitability to represent the Hot Wheels® brand (25%); Creativity (25%); Level of difficulty (25%); and Originality (25%). The judging criteria are to be applied in the sole discretion of the Sponsor and the individual judges. The top ten (10) eligible Entries that receive the highest total percentage (“Score”) will be considered as the Finalists (“Finalists”) The top Finalist that receives the highest Score and whose eligibility is confirmed per these Official Rules will be considered the First Prize Winner; the Entrant with the second highest Score will receive the Second Prize and the Entrant with the third highest Score will receive the Third Prize for each corresponding Weekly Entry Period. In the event of a tie at any stage of the judging process outlined above, the winner of the tie will be determined based on the highest score for Suitability to represent the Hot Wheels® brand; In the event of a further tie, winner will be determined based on the highest score for Creativity; In the event of a further tie, winner will be determined based on the highest score for Level of Difficulty; and in the event of a further tie, winner will be determined based on the highest score for Originality.

7). PRIZE NOTIFICATION: Potential winners who are over the age of 13 will be notified of their winnings via email. By submitting an Entry, eligible Entrants consent to the receipt of email in relation to this Promotion. If a potential winner is under the age of 13 at time of entry, they will have to visit the Website within 21 days and log in using their username and password that they created when building their Track to see if they have won and claim their prize. If they see a winning message, they will be asked for the email address of their parent or legal guardian (“Parent”). Parent of such potential winners will be sent an e-mail requesting their consent to their child’s participation in this Promotion. Upon each potential winner’s response or Parent’s consent (if applicable), further information may be requested in order to verify the potential winner and send him/her their prize. Potential winners will be required to complete a Declaration of Eligibility, Release of Liability and Publicity Release (“Affidavit”) which will need to be completed by the potential winner’s parent or legal guardian if the potential winner has not reached the age of legal majority and/or does not otherwise have the legal capacity to enter into a binding contract in his/her state of residence (a “Minor”), at time of entry. If applicable, the completed Affidavit must be returned within five (5) business days from date of receipt. Upon receipt of the Affidavit and winner verification and confirmation, the potential winner will be considered a winner (“Winner”). Winners or Winner’s Parent (if the Winner is a Minor at time of entry), will be notified by Sponsor within seven (7) days of winner selection.

8). GENERAL CONDITIONS: All prizes are awarded in the name of the Parent for winners under the age of 18 at time of entry. If any prize notification or Prize is returned as undeliverable, or if potential winner is not reachable at e-mail address, street address or phone number provided or a forwarding address is not made available, potential winner will be disqualified and prize may, in Sponsor’s sole discretion, be awarded to next eligible runner-up Entrant. If a prize is forfeited, it may be awarded, at the Sponsor’s discretion, to an alternate winner selected from among all eligible entries. Any taxes (including but not limited to federal, state/provincial, local, sales and income tax) are the winners’ responsibility. For U.S. winners, a Form 1099 will be issued to the winner or Parent of each winner if the winner is a Minor, if applicable. Except where prohibited by law, entry and acceptance of prize constitute permission to use each winner's first name and initial of last name, prize won, hometown, likeness, photographs, and statements for purposes of advertising, promotion and publicity (including online posting) in any and all media now or hereafter known throughout the world in perpetuity, without additional compensation, notification or permission, except where prohibited. If the actual value of any prize is less than the stated ARV, the difference will not be awarded. Any depiction of prizes is for illustrative purposes only. No transfer of any prize to a third party is permitted and prizes may not be substituted or redeemed for cash value, except by Sponsor, who reserves the right in its sole discretion to substitute any prize for a prize of comparable or greater value. No groups, clubs or organizations may participate in this offer or reproduce or distribute any portion of these rules or entry forms to its members. All persons, by participating in this Promotion, agree to be bound by these Official Rules and the decisions of the Sponsor shall be final and binding.

9). RELEASES: Entrants and Parents on behalf of Entrants who are Minors agree to release, defend and hold harmless Promotion Entities as well as the employees, officers, directors and agents of each, from all claims and all liability, claims or actions of any kind whatsoever for injuries, damages or losses of any kind to persons (including death) and property which may be sustained in connection with either directly or indirectly, 1) the awarding, receipt, ownership, use or misuse of a prize awarded herein; or 2) participation in the Promotion or any prize-related activities. Sponsor is not responsible if Promotion cannot take place or if any prize cannot be awarded due to any cancellations, delays or interruptions due to acts of God, acts of war, natural disasters, weather or acts of terrorism. Winners and Parents, as applicable, assume all liability for any injury or damage caused or claimed to be caused by participation in this Promotion or use or redemption of any prize. Promotion Entities assume no liability or responsibility in connection with the safety or performance of any prize awarded hereunder nor in connection with any warranty or representation therewith.

By participating in the Promotion, Entrant or Parent if the Entrant is a Minor at time of entry, affirms that they have read, understand and accepted these Official Rules. The laws of California apply to and govern Promotion, and any claims must be raised and resolved in California. Any information collected by participating in the Promotion shall be used only in a manner consistent with these Official Rules and the Sponsor’s Privacy Statement found at http://www.hotwheels.com/en-us/news/blog-details/epic-race-program-overview and http://corporate.mattel.com/privacy-statement.aspx.

The Sponsor reserves the right to cancel or modify the Promotion, if fraud, technical failures or any other factor beyond Sponsor’s reasonable control impairs the integrity of the Promotion, as determined by Sponsor in its sole discretion. In such event, Sponsor may, in its sole discretion, award any prize in accordance of these Official Rules among the eligible, non-suspect entries received up to the time of the impairment. The Sponsor is not responsible for error (human or otherwise), omission, interruption, deletion, defect, delay in operations or transmission, theft or destruction or unauthorized access to or alterations of entry materials, or for technical, network, telephone equipment, electronic, computer, hardware or software malfunctions of any kind, or inaccurate transmission of, or failure to receive entry information by Sponsor on account of technical problems or traffic congestion on the Internet or at any web site or any combination thereof. Sponsor is also not responsible for any injury or damage to an entrant’s or any other person’s computer related to or resulting from playing or downloading any materials in the Promotion.

CAUTION: Any attempt by an entrant to deliberately damage the Website or undermine the legitimate operations of the Promotion is a violation of criminal and civil laws and should such an attempt be made, the Sponsor reserves the right to seek damages from any such entrant to the fullest extent permitted by law.
